Last week, the United Kingdom Ministry of Defense (MoD) announced that its projects involving ESP, "remote viewing" and what is commonly called "anomalous cognition" had turned out to be of "little value."
The admission that the MoD had funded "remote viewing" and ESP research was widely reported in the UK media.
The alleged conclusion presented to the public that such programs were not useful for the MoD is similar to reasons given for the announcement in 1995 that the U.S. Government had ended "Project STARGATE," a 25-year project researching and utilizing anomalous cognition.
However, many experts in the U.S. consider the closure of Project STARGATE to be a cover story that allowed research and operations in this area to continue in a more discreet and secure manner.
This might also be the case with MoD activities. Based on available public "open source" information, there is little doubt that anomalous cognition is real and very helpful for military and defense operations as well as for average people involved in a wide range of endeavors.
According to a BBC report last week, "The previously secret tests - conducted in 2002 - involved blind-folding volunteers and asking them about the contents of sealed brown envelopes."
"Most subjects consistently failed to establish what was in the envelopes. The MoD said the study was to assess claims made in academic circles and found the theories had 'little value.' Revelations about the hitherto secret research is contained in a previously classified report released under the Freedom of Information Act," the BBC reported.
Releasing information to the media about this kind of primitive study, which reportedly used a small number of "psychics" and volunteers, certainly seems to be a very limited perspective on research and operations involving anomalous cognition.
AMERICA'S PROJECT STARGATE
In the U.S., the official program involving anomalous cognition during the 1970s, '80s and early '90s was funded and coordinated by the CIA, the Defense Intelligence Agency (DIA), the Army Intelligence and Security Command, the Navy and the Air Force.
The program was known by many code names. Those known to the public include Projects SCANNATE, GONDOLAWISH, GRILLFLAME, CENTERLANE and SUNSTREAK.
A technique developed from these programs was called "remote viewing" and consisted of certain methods, techniques and protocols to try to obtain intelligence information from a distance using ESP.
We could easily think of other names for remote viewing, including "enhanced intuition," "unconventional internal perception" or simply the common term "sixth sense."
Rather than an unusual human capability, these abilities are believed to be very natural and normal, according to some researchers. We simply don't always explore or understand the full potential of these perceptions.
U.S. research found that physics and psychology merge in the study of these abilities. This is because the human mind is linked to other connections by way of natural phenomena being discovered in the study of quantum physics.
Remote viewing taps the unconscious or somewhat unconscious parts of our mind as well as deeper levels of the energy within us and around us.
Is it something new? Probably not. It is most likely an ability that has been within humans and other creatures throughout our development. The enhancement of our logical and intellectual thinking might have interfered with our anomalous cognition perceptions. We are probably just rediscovering something that has always been within us.
Over the decades of U.S. Government-sponsored research and actual operational activities involving anomalous cognition and remote viewing, it was clearly determined that these modalities were surprisingly effective and had many important applications.
A brief timeline about some U.S. Government programs follows:
- 1971: Experiments conducted in remote viewing at Stanford Research Institute (SRI). CIA conducts evaluations. CIA gives SRI $50K experimental contract.
- 1971-73: Various experiments conducted.
- 1974: Research article on remote viewing is published in the scientific journal Nature.
- 1975: CIA terminates funding and involvement, officially-overtly. The Air Force Foreign Technology Division becomes primary funding source.
- 1976-77: Research and operations continue.
- 1977: Army intelligence command forms remote viewing unit at Fort Meade, code-named Project GONDOLAWISH, then changed to Project GRILLFLAME.
- 1978-79: Army intelligence selects remote viewing candidates from within the Army as well as civilians.
- 1980: Air Force remote viewing involvement overtly terminated.
- 1980-82: Research and operations continue.
- 1982: Project code name changed to CENTERLANE.
- 1984: DIA takes temporary control of project.
- 1986: DIA takes formal control of project. Project name changed to SUNSTREAK.
- 1990: Project name changed to STARGATE.
- 1991: Operations involving SRI are transferred to Science Applications International Corp. (SAIC).
- 1994: Project control is transferred from DIA to CIA.
- 1995: CIA officially, overtly cancels STARGATE.
In 1995, a CIA-sponsored study by American Institutes for Research (AIR) concluded that remote viewing had minimal usefulness.
However, the AIR report is regarded by many people as simply a way to deflect publicity about these government projects so that they could continue in this valuable work without undue interference.
The recent MoD announcement, concluding that these kinds of studies and operations are not effective, sounds much like the final AIR report.
U.S. NAVY SEAL OFFICER'S RESEARCH
In 2001, a Navy SEAL officer submitted a research paper on government remote viewing projects as part of his studies at the Marine Corps War College.
The paper, "Unconventional Human Intelligence Support: Transcendent and Asymmetric Warfare Implications of Remote Viewing," provided information on much of the overt history of U.S. Government research, development and operations from 1972 until 1995.
The SEAL officer, L.R. "Rick" Bremseth, reported on what is openly known about U.S. activities regarding anomalous cognition and remote viewing.
U.S. activities in this area were a response to intelligence information that indicated Soviet research on ESP was robust and well funded. As a result, U.S. officials thought it wise to investigate.
Bremseth covered the fundamentals of the research and development of remote viewing and referenced the significant discoveries and operational successes.
His paper also proposed applying remote viewing and anomalous cognition to wider aspects of international relations, military affairs and intelligence operations. The term "transcendent" was used by Bremseth to explain the potential for these fields by utilizing lessons learned from U.S. research and operations in this area.
"Transcendent warfare," Bremseth wrote, can incorporate new ways of understanding human conflict and related human endeavors.
He wrote, "The real challenge for the United States is not asymmetric warfare, but rather what this writer calls transcendent warfare, the ability to conceptualize and subsequently actualize an entirely new form of warfare that transcends all previously known models."
Bremseth conducted interviews with scientists and military intelligence specialists involved in U.S. Government remote viewing efforts. These, along with additional research, led him to several conclusions and recommendations which he explained in his research report:
- "Establish a new, broad-based paranormal research program within a highly selective, military or intra-agency organization, employing the strictest screening procedures used by SRI, CIA, DIA and INSCOM in selecting/identifying remote viewing candidates and support personnel."
- "Model the new program from the best features of the remote viewing program, but do not limit research to remote viewing alone."
- "Explore a myriad of phenomena having potential military applications with the goal of developing transcendent and asymmetrical warfare approaches."
- "Follow established scientific protocols in the manner refined by SRI while promoting open-minded, creative approaches to paranormal phenomena research and its direct application to military/interagency planning and operations."

FUTURE OF ANOMALOUS COGNITION
Despite interesting announcements like the one last week from the UK's MoD, there is an emerging awareness throughout the world that anomalous cognition and remote viewing are vitally important and valid phenomena.
More people internationally have learned about remote viewing and are starting to suspect what it might mean. Books, articles, TV shows and movies on these subjects have spread the word.
Anomalous cognition and remote viewing have become subjects of interest for people from all walks of life. The implications of millions of people worldwide learning about their sixth sense are interesting and hopeful.
Public education and information about these subjects can help people develop more useful, accurate and effective perception which leads to greater knowledge and understanding.
These results can include several desirable and overlapping outcomes:
- Recognition of elements that connect human beings and enhance cooperation
- Identification of various perspectives and resources useful in finding solutions to current challenges
- Achieving methods for assisting people in establishing material prosperity, social harmony and even spiritual development
- Increasing accuracy of understanding about what is going on in the world - overtly and behind the scenes
By understanding the natural sixth sense for obtaining information and understanding, people around the world might discover that phenomena like remote viewing can help us make a significant breakthrough that could change the world for the better.
This type of breakthrough could take place when enough people begin to understand the simple and natural fundamentals of remote viewing.
This could result in a "tipping point," when our shared view of humanity and our Earth becomes more clear. A paradigm shift such as this might be quite helpful for many aspects of the human race.
So, we can probably consider the recent UK MoD statement to be one that tells only a small part of the story about research and operations in these areas. But, as often is the case, there is much more going on than meets the eye.
Importantly, because UK researchers requested the information, the MoD made this limited disclosure, and the media is reporting on it, more people are learning about these significant emerging developments.
Now, we can use this information to learn more about these fascinating phenomena and what they mean for all of us.
