"EXEMPT FROM DISCLOSURE"

New book describes history of U.S. response to UFOs, extraterrestrial visitors

In the new book, EXEMPT FROM DISCLOSURE, the author and contributing writers tell readers about many complex and surprising factors involving the U.S. military, intelligence communities, scientific communities and the general public with regard to UFOs and extraterrestrial visitors.

Collins is a retired Air Force captain with 22 years of service. He served as an Air Force intelligence officer, worked in aviation avionics and has a background in engineering and physics.

Doty also served in the Air Force, and as a former agent with the Air Force Office of Special Investigations, he reportedly worked on projects and operations related to UFOs.

Cooper is a former U.S. Marine who also served in the Navy. He has researched UFO-related topics since 1988.

The author and contributors write in a straightforward way about a subject that has been examined in other books, movies, TV shows and investigations. The book comes across as an honest effort to present important information in a way that informs readers and brings them up to date on a hidden history that is now emerging from the shadows of secrecy.

The author and contributing writers state they are accurately documenting specific events, places and people involved in many of the efforts to handle the UFO and extraterrestrial visitation situation over the decades since the end World War II to the present.

Skeptics might question this. People who believe that secrecy on these topics is more important than public knowledge might feel uncomfortable about the book. Yet, regardless of readers’ open-mindedness or perspective, EXEMPT FROM DISCLOSURE provides interesting, exciting and important information worth considering.

Alleged government and military documents related to these situations are reproduced in EXEMPT FROM DISCLOSURE. Photos and maps are also presented to provide further insight into the history of U.S. efforts in this area.

The process of disclosure of information about UFOs and extraterrestrial visitors is part of the book as well. Since Collins, Doty and Cooper have all been actively involved in inquiries and activities in this area for many years, they have had contact with many other individuals who are also dealing with this complex situation.

HIDDEN HISTORY

This book explores the roles of various individuals, groups and organizations within the U.S. Government involved in attempting to handle the UFO phenomena over the decades.

The book is, in part, a history text of the responses and efforts to handle this challenging mystery immediately after World War II, during the Cold War conflict with the Soviet Union and today.

As World War II was ending, and shortly after the war’s end, people in the U.S. military, intelligence organizations and government were faced with a new and somewhat shocking challenge, according to the book. Advanced spacecraft from another civilization had been recovered by the military, making it clear that the U.S. was being visited by intelligent beings who were not from Earth.

This discovery led to highly secret procedures to understand what these visitors’ intentions were, where they were from, what were the capabilities of their technology and if they posed any threat to the U.S.

The book describes the creation of a top secret organization under President Truman called “MJ-12.” This group attempted to manage and coordinate UFO-related incidents and developments from 1947 to the present. Intelligence, military and scientific personnel were some of the members of this organization.

The development of post-World War II U.S. intelligence agencies is also examined in the book, with special emphasis on the Central Intelligence Agency and its leadership. How these intelligence personnel handled the UFO challenge and dealt with the public and elected officials is also a key aspect of EXEMPT FROM DISCLOSURE.

The roles of U.S. presidents in regard to the UFO situations are explored in the book. From Harry Truman to Dwight Eisenhower, to John F. Kennedy, Lyndon Johnson, Richard Nixon, Gerald Ford, Jimmy Carter, Ronald Reagan, George H.W. Bush and Bill Clinton, the book provides insight into the complex requirements for secrecy about UFOs.

As the 1950s, 60s and subsequent decades came and went, the book describes some of the further discoveries related to UFOs. More contact with visitors occurred, according to the book, including direct meetings and interactions between U.S. officials and representatives of this race of beings, who we called “Ebens,” a shorthand name for “extraterrestrial biological entities (EBEs).” Often, these interactions occurred on U.S. military facilities.

As the years progressed, it became apparent that there were other races of intelligent beings who were also visiting Earth, according to EXEMPT FROM DISCLOSURE. The complexity of understanding the science, military/intelligence concerns and effects on the U.S. and international public led to many projects and operations that are covered in this book.

MAINTAINING SECURITY, DISCOVERING KNOWLEDGE

The U.S. Air Force had a key role in UFO programs, including “cover” or “disinformation” projects. Doty says, as an active-duty Air Force Office of Special Investigations agent, he participated in many aspects of the Air Force’s efforts and had direct knowledge and very significant second-hand information about operations and projects related to UFO and extraterrestrial visitors. The Navy, too, reportedly played a key role in UFO matters.

The book explains that, in handling rumors, press reports and other inquires about UFO phenomena, civilian and military officials used a variety of methods to maintain security of information and knowledge.

Many activities were “compartmented,” that is, knowledge about them was available only to a closed group who were cleared to know about that particular project, regardless of their overall security clearance.

Sometimes, disinformation was designed for public consumption. False information, or false information combined with some truthful information was planted. Or, information could be twisted in such a way as to create false impressions, according to EXEMPT FROM DISCLOSURE.

Much activity on the UFO situation was conducted from U.S. military facilities, which have robust security measures. The book identifies many of the facilities and operations that occurred at them, including Wright-Patterson Air Force Base in Dayton, Ohio, the so-called Area 51 in Nevada, Kirtland Air Force Base in New Mexico and many others.

Scientific discovery was a large part of the projects involved with UFOs, according to the book. The technology of their flying craft appeared to be far in advance of U.S. engineering and physics knowledge. Materials used in the craft also seemed quite advanced. And, naturally, knowledge about weapons was an area of concern and investigation. Other technology used by extraterrestrial visitors was also of great interest.

In addition, the information about the biology of another intelligent species and data about space and other planetary systems were a focus of many programs.

The author and contributing writers of EXEMPT FROM DISCLOSURE seem to make effective efforts to touch on many of the vital aspects of the military, intelligence and scientific programs to understand the overall situation and respond to it from the late 1940s through today.

The efforts of the author, contributors and their associates, some of whom they name in the book and some who remain behind the scenes, seem to be part of a steady process of providing valuable information on this fascinating topic.

Though secrecy has a place in the dangerous world we live in, the author and contributing writers of EXEMPT FROM DISCLOSURE seem to feel that Americans and people around the world are ready to read about the efforts to handle the complex challenge of extraterrestrial visitation to Earth and what it means for all of us.

This book seems like a valuable contribution to the body of knowledge and discovery about the UFO situation. It provides increased awareness and understanding of the difficult problems we face as Americans and humans, many of our own making, as we move forward into a brighter future.
